In recent years, the construction system of our province has earnestly implemented the "safety card" management system for construction workers, strengthened the safety awareness of front-line workers at the construction site, achieved remarkable results, effectively prevented and reduced the occurrence of safety accidents. The following opinions are put forward on accelerating the implementation of the "Safe Card" management system in an all-round way:

I. Fully understand the importance and effectiveness of implementing the "Safe card" management system. The implementation of the "safe card" management system is related to improve the overall safety quality of the construction industry, to ensure the safety of construction workers' lives and property, is our province's construction system to emancipate the mind, adhere to the people-oriented, the implementation of the scientific concept of development to lead the specific measures and means of safe production. Construction administrative departments at all levels should constantly enhance the sense of responsibility to do a good job in the "safe card" management system, based on the establishment and improvement of the responsibility system, improve the responsibility system as the core, strengthen the responsibility investigation as the guarantee, constantly strengthen the mechanism and system construction, unremitting and in-depth implementation of the "safe card" management system.

2. Clarify the objectives and requirements for implementing the "Safe card" management system. According to the province construction office issued "key points of construction safety work in 2008" the relevant requirements, I province each place before the end of March must be in the center of the city in the construction and new start to work comprehensive implementation of the "safe card" system, on July 1 after the province's new start of the project to be fully implemented "safe card" management system. From the second quarter of 2008, the provincial construction department of the organization of all kinds of safety production inspection will be the city inspection project "safe card" management system into the implementation of inspection, and as an important work to urge the implementation of enterprise safety production of the main responsibility.

Third, establish the target responsibility system of "Safe card" management system. Construction administrative departments at all levels should take full implementation of "safety management system" as the goal, and take effective measures to each site under construction, set up to carry out the "safe card" management system of work target responsibility system, establish and improve the implementation of the management system of the "safety" phase control index system, pays special attention to the work target responsibility at all levels and all decomposition, Regular and quantitative assessment shall be carried out on the fulfillment of the implementation objectives of the "Safe card" system.

4. Improve the comprehensive and coordinated operation mechanism for implementing the "Safe card" management system. To give full play to the construction administrative department, construction safety surveillance and comprehensive coordination of the association, set up projects, enterprises and workers of linkage mechanism, the implementation of the construction workers "Christmas card" system and engineering scale, tendering and bidding, construction permits and merit awards to organic combine, promote the construction enterprise safety management system consciously.

(3) strictly enforce the law ", "production safety law and the construction engineering safety production management regulations, the relevant provisions of the" safety management system "as the enterprise in accordance with the law to carry out the safe production responsibility system and the important content of education and training, production safety in the construction contract must be one of the contracting parties agreed content. For any engineering project that has not implemented the "safety card" management system, the administrative competent departments of construction at all levels shall, according to the provisions of Article 8 (6) of the "Construction Law", determine that the specific measures to ensure construction safety have not been implemented, and shall not issue the construction permit. For projects already started, the competent administrative departments of construction at various levels or the construction safety supervision stations entrusted by them shall order the temporary suspension of construction and rectification within a time limit.

(4) The implementation of the "Safe card" management system shall be included in the necessary conditions for the application of projects for excellence and evaluation. Any project that has not implemented the "safe card" management system shall not be allowed to apply for the evaluation of all kinds of (level) sample projects (site).

(5) The implementation of the "safe card" work and the construction enterprise integrity file link. Any enterprise that does not handle according to the provisions and uses "safe card" will be recorded as the "bad behavior" of not implementing the safety production system, and shall not be granted to issue a certificate of good faith and shall not participate in the bidding and tendering of the project.

Fifth, the establishment of the "safe card" system and production safety accident liability investigation link. From July 1, 2008, construction production safety accident, the accident of the enterprise and project practice "Christmas card" management system, whether the malpractice and the victim after the Christmas card "the content of the safety knowledge training in accident investigation, the survey results as an important basis of accident handling, the head of the enterprise and the related responsibility seriously investigated.

Sixth, constantly deepen the connotation of the "Safe card" management system. The "safe card" management system is a pioneering work of construction industry management in our province. This system is still in its initial stage and needs to be continuously deepened and expanded. Local construction administrative departments should not only implement the "safe card" management system as soon as possible in accordance with the unified deployment of the provincial Construction Department, but also actively explore and guide the system to labor subcontracting management, enterprise employment system reform, wage payment, labor disputes and internal human resources management of enterprises, etc. To build "Safe card" into a close connection between government management departments, associations, construction enterprises and construction workers bridge and link.
