In order to further standardize the bidding and tendering activities of construction project scheme design, ensure the quality of construction project scheme design, reflect fair and orderly competition, and save social resources, the Ministry of Housing and Urban-Rural Development recently formulated the Administrative Measures for Bidding and Tendering of Construction project scheme design, which will come into force on May 1, 2008. "Method" regulation, full use of the state-owned capital investment or state-owned capital investment of holding or leading position in construction engineering projects, as well as the development and reform department under the State Council shall determine the national key projects and people's governments of provinces, autonomous regions and municipalities directly under the central government determine the key projects, in addition to the conditions in conformity with the relevant provisions of the "method" and approved in accordance with the law, shall be open tender.
