In order to strengthen the management of special operators in construction and prevent and reduce production safety accidents, the Ministry of Housing and Urban-Rural Development recently issued the "Regulations on the Management of Special Operators in Construction", which took effect on June 1, 2008.
"The provisions" clear, construction construction special operation personnel refers to the housing construction and municipal engineering construction activities may be engaged in the safety of oneself, others and surrounding equipment and facilities caused significant harm to the personnel. Special construction operations include: construction electrician, construction erecting worker, cable worker of construction lifting signal division, construction lifting machinery driver, installation and disassembly worker of construction lifting machinery, installation and disassembly worker of hanging basket, and other special operations approved by the competent construction department of the people's government at or above the provincial level.
The Regulations put forward clear requirements on the assessment, certification, practice and supervision of special operation personnel in construction. One of the requirements, the construction of special operation personnel must be qualified by the competent construction department, obtain the construction of special operation personnel operation qualification certificate, can be engaged in the corresponding work; Attend not less than 24 hours of annual safety education training or continuing education each year; For those who have obtained the qualification certificate for the first time, the employing unit shall arrange no less than 3 months 'practice before they officially take up their posts. In case of an emergency that threatens personal safety during construction, special operators of construction are entitled to immediately stop operations or withdraw from dangerous areas, and report to full-time administrative personnel of production safety on the construction site and the person in charge of the project.
