First, the purpose of inspection

Winter, spring and Spring Festival is the peak period of construction in our province, this period is easy to work overtime to catch up with the progress of the project, relax safety management and other problems, all regions should fully understand the construction safety characteristics during this period, in the grasp of production at the same time do not forget to strengthen safety management. This check is given priority to with regional organize inspection, check the purpose mainly is to check and supervise the construction administrative departments at all levels, construction safety supervision institutions to strengthen the security patrol, to carry out the supervision responsibility, check and supervision of construction, construction supervision enterprise strengthen the management of safety in production during this period, trying to identify and eliminate the safety hidden trouble in time, Implement safety measures and holiday duty system to prevent safety accidents.

Two, check the content

(I) Construction administrative departments at all levels have arranged the work of safety production management of local construction before the Spring Festival of 2010.

(2) the construction enterprises, supervision of all construction engineering construction safety hidden danger of self-check, the implement measures to guard against all kinds of safety accident situation, especially, high modulus, underground concealed excavation of deep foundation pit, the greater danger of high walls scaffolding engineering and construction hoisting machinery installation and use of relevant links such as the safety measures to carry out the situation. The inspection includes:

1. Compilation and review of special schemes, expert demonstration, technical disclosure, organization and implementation and acceptance of various projects with high risk;

2, focusing on construction hoisting machinery of jack-up, remove the link of the work related content, including the presence of jack-up, remove contract, the contract content is clear, clear responsibility, responsible for the operation of enterprises have a hoisting machinery installation professional contracting qualification and safety production license, whether workers hold special operation certificate issued by the construction administrative departments at the provincial level, Whether to carry out technical disclosure in accordance with the construction plan and the requirements of the operation manual of construction lifting machinery before operation, whether to carry out daily maintenance of the construction lifting machinery in accordance with the requirements of the operation manual;

3. The investigation and registration of potential safety hazards by the construction and supervision enterprises, the implementation of rectification, and the formulation of construction safety measures during the festival;

4. Emergency rescue drill organized by construction enterprises.

(3) The arrangement of on-duty plans for production safety during the Spring Festival, including the arrangement of shift leaders of construction administrative departments at all levels and construction safety supervision stations, the arrangement of relevant personnel on duty and the formulation of measures for reporting production safety information.

Iii. Organization and implementation

(I) The period of self-examination and self-correction is from January 8, 2010 to January 15, 2010. The competent administrative departments of construction at all levels shall arrange the construction and supervision enterprises within their jurisdiction to carry out self-examination and self-correction of all the projects contracted or supervised, improve the enterprise responsibility system for safe production, organize and carry out an in-depth investigation of potential safety hazards, find out problems, rectify in time, plug loopholes and ensure safe production. Each enterprise must report the self-examination and self-rectification to the local construction administrative department before January 18.

(2) The inspection period of construction administrative departments at all levels shall be from January 11 to January 31. Key inspection shall be conducted on the construction safety status of construction projects within the jurisdiction, and the number of inspected projects shall not be less than 30% of the total construction projects under construction in the region.

(3) Provincial supervision period, from January 18 to 22. During the inspection, our office will organize inspection teams to go to Shenzhen, Guangzhou and other large-scale prefecture-level cities to conduct key inspections on listing. The inspection work is arranged as follows:

1. Supervision shall be carried out in the form of listening to reports, consulting management data, spot checking of construction projects under construction and feedback.

2. No less than 4 projects under construction shall be randomly checked by listing at each prefecture level.

3. After the inspection of the inspected city, the inspection group shall report the problems found in the inspection to the construction administrative departments and relevant units, urge them to fulfill their responsibilities, and charge the local construction administrative departments and relevant units to solve the existing problems seriously and timely. The construction projects with serious potential accidents shall be ordered to rectify within a specified time limit, supervised and followed up.

(IV) Please report the construction safety inspection before The Spring Festival to the Quality and Safety Department of our office in written form before February 2.
