The New Year's Day and The Spring Festival are coming next year, during which a large number of construction migrant workers will return to their hometowns for the holidays. This period is also a sensitive period for conflicts and disputes between construction funds and wage payment of migrant workers. In order to effectively safeguard the legitimate rights and interests of the vast number of construction migrant workers and maintain the harmony and stability of the society, we hereby notify the following work related to the further payment of project funds and construction migrant workers' wages during the "Two Sections" :

First, to all the construction permits have been applied for the name and location of the construction project in progress, as well as the name of the person in charge of the construction enterprise and project management personnel list, contact number written to inform the labor security department at the same level, so that the labor security department of the construction site wage payment to carry out law enforcement inspection. Deal with the project project of construction permit newly henceforth, want to inform afore-mentioned information labor of the same level ensures a branch.

2. Construction enterprises assigned to undertake projects in the local area shall conduct self-inspection of the payment of subcontracted works and wages of workers, especially if wages are paid to workers through labor contractors or team leaders, they shall confirm through self-inspection that they have been paid to workers. Any dispute shall be settled through consultation as soon as possible. If no settlement can be reached through consultation, the construction enterprise and the parties concerned shall settle the dispute through legal means.

Iv. 5. The competent administrative department of construction shall notify the construction enterprise that maliciously defaults the project payment to the subcontracted enterprise or the wages of migrant workers, and publish the notification information in the construction project trading center in addition to the website of the department, and shall not approve the enterprise's application for qualification upgrading and application for additional items within one year. In the name of pursuing the wages of migrant workers, extortion, mass incidents, negative or even bad impact on the society of "illegal wage" behavior, can require public security and other relevant departments to intervene to deal with according to law.
