This textbook can be used as re-learning materials for safety production management personnel and also as materials for all kinds of management personnel to learn safety management knowledge. According to the needs of study and practical application, this textbook is divided into six parts: safety production laws and regulations, safety management theory, safety production rules and regulations, on-site safety management, safety management materials, common terms and so on.

I. Laws and regulations on production safety

Learning objectives: to understand the mandatory requirements of the state for safety production, safety technical standards, and responsibility investigation of safety accidents, and to enhance the consciousness and sense of urgency of safety production.

1. Work Safety Law of the People's Republic of China

Article 13: The state implements the system of responsibility investigation for production safety accidents, and the persons responsible for production safety accidents shall be investigated for legal responsibility in accordance with the provisions of this Law and other relevant laws and regulations.

Article 28 The production and business operation entities shall set up obvious safety warning marks on the production and business operation sites and relevant facilities and equipment with relatively high risk factors.

Article 33 The production and business operation entities shall register and keep files for major hazardous sources, conduct regular testing, assessment and monitoring, formulate emergency preplans, and inform the employees and other relevant personnel of the emergency measures to be taken in case of emergency.

Article 38 The personnel in charge of production safety of the production and business operation entities shall, in accordance with the characteristics of the production and business operation entities, carry out regular inspections of the state of production safety. Any safety problem discovered during the inspection shall be dealt with immediately; If they cannot handle it, they shall promptly report to the responsible person of the unit concerned. The inspection and handling shall be recorded on record.

2. Construction Law of the People's Republic of China

Article 39 construction enterprises shall take measures to maintain safety, prevent danger and prevent fire at the construction site. If conditions permit, the construction site shall be closed for management. Where the construction site may cause damage to adjacent buildings, structures and special working environment, construction enterprises shall take safety precautions.

Article 45 The construction enterprise shall be responsible for the safety of the construction site. General contracting units shall be responsible for general contracting of construction projects. The subcontractors shall be responsible to the general contractors and subject to the general contractors' management of production safety on the construction site.

Article 46 Construction enterprises shall establish and improve the education and training system of Labour safety in production, and strengthen the education and training of staff and workers in production safety; No person who has not received any education or training on production safety may take up his post.

3, "Construction Engineering Safety Production Management Regulations"

Article 20 Construction units engaged in new construction, expansion, alteration and demolition of construction projects shall have the registered capital, professional and technical personnel, technical equipment and the regulations on production safety as prescribed by the State, and shall have obtained corresponding qualification certificates according to law.

And contracting projects within the scope permitted by their level of qualification.

Article 23 Full-time administrative personnel of production safety shall be responsible for on-site supervision and inspection of production safety. If any hidden danger of safety accident is discovered, it shall timely report to the person in charge of the project and the administrative department of production safety; Those who command or operate in violation of regulations shall be stopped immediately.

Article 31: construction units shall, in the construction site set up fire control safety responsibility system, determine the fire control safety responsibility, making use of fire, electricity, the use of flammable and explosive materials such as fire safety management systems and operating rules, set up the fire escape, fire water supply and equipped with fire control facilities and fire fighting equipment, and set up clear sign at the entrance of the construction site.

Article 37 The operators shall receive education and training on production safety before entering new posts or new construction sites. Persons who have not received education or training or who fail to pass examination shall not be allowed to take up their posts. The construction units shall, when adopting new technologies, new processes, new equipment and new materials, provide corresponding education and training on production safety to the working personnel.

4. Safety Technical Regulations for Construction and Installation Engineering

Article 5: For the workers engaged in working at height, physical examination must be carried out. People suffering from hypertension, heart disease, epilepsy and other people not suitable for working at height should not be engaged in working at height.

Article 7: In the process of building installation, if the upper and lower floors work at the same time, there must be a special protective shed or other isolation facilities between the upper and lower floors; Otherwise workers are not allowed to work below the same vertical line.

Article 8: when there is a strong wind of six or more, it is forbidden to carry out open-air lifting work and aerial work.

Article 39 the load of a scaffold shall not exceed 270 kilograms per square meter. If the load must be increased, the scaffold shall be properly reinforced.

Article 51 Scaffolds bearing machinery or exceeding 15 meters in height may not be erected until they have been designed and approved by the person in charge of engineering and technology.

Article 52: The scaffold shall be checked and accepted by the construction personnel before it can be used, and shall be inspected frequently during the period of use.

5. Technical Specification for Safe Operation at Height of Construction

Throughout the study, focus on the following:

Chapter III Safety protection for operations at edges and openings

A limb

(1) Material requirements of all kinds of protective railings: the diameter of small head of bamboo crossbar shall be greater than 70mm, the diameter of small head of balustrade column shall be greater than 80mm, the diameter of upper rod tip of log crossbar shall be greater than 70mm, the diameter of lower rod tip shall be no less than 60mm, the diameter of railing column tip shall be greater than 75mm, and the diameter of reinforcing bar shall be higher than 80mm

② Setting requirements

(4) The hole with the short side size less than 25cm and greater than 2.5cm must be covered with a solid cover plate, and the cover plate should be prevented from moving.

⑤ For the hole with a side length of 25 ~ 50cm, bamboo and wood can be used as a cover plate to cover the hole. The cover plate should be fixed in a fixed position.

⑥ The side length of the hole is 50 ~ 150cm, must be set with fastener buckle steel pipe hole, and covered with bamboo fence or baseboard. The steel bars that run through the concrete slabs can also be used to form protective nets, and the spacing of the steel bars shall not be greater than 20cm.

⑦ The side length is more than 150cm of the entrance, surrounded by protective railings, under the entrance zhang safety net.

Chapter IV Safety protection for climbing and hanging Operations

The working Angle of the vertical ladder is 75 degrees plus or minus 5 degrees.

(2) The bottom of the ladder foot should be solid, not high pad use. There should be fixed measures at the top of the ladder.

The upper Angle of the folding ladder is 35 degrees to 45 degrees, and the hinge must be firm, and there should be reliable pull measures.

6. Regulations on Reporting, Investigation and Handling of Production Safety Accidents

Article 3: According to casualties or direct economic losses caused by production safety accidents (hereinafter referred to as accidents),

Accidents are generally classified as follows:

(1) An especially serious accident means an accident causing the death of more than 30 people, or serious injury of more than 100 people (including acute industrial poisoning, the same below), or direct economic losses of more than 100 million yuan;

(2) Serious accidents refer to those which result in the death of not less than 10 but not more than 30 persons, or serious injury of not less than 50 but not more than 100 persons, or direct economic losses of not less than 50 but not more than 100 million yuan;

(3) Major accidents refer to those which result in the death of not less than 3 but not more than 10 persons, or direct economic losses of not less than 10 million yuan but not more than 50 million yuan;

(4) An ordinary accident means an accident resulting in the death of not more than 3 persons, or serious injury to not more than 10 persons, or direct economic losses of not more than 10 million yuan.

The supervision and administration department of production safety under The State Council may, together with the relevant departments under The State Council, formulate supplementary provisions on the classification of accidents.

The term "above" referred to in the first paragraph of this article includes this number, and the term "below" does not include this number.

Article 9: After the occurrence of an accident, the relevant personnel at the scene of the accident shall immediately report to the responsible person of the unit; The person in charge of the entity shall, within one hour after receiving the report, report to the supervision and administration department of production safety of the people's government at or above the county level in the place where the accident occurs and assume responsibility for safety

Report of relevant departments responsible for production supervision and administration.

In case of emergency, the persons concerned at the scene of the accident may directly report to the supervision and administration department of production safety of the people's government at or above the county level and the relevant departments responsible for the supervision and administration of production safety in the place where the accident occurs.

Article 16: After an accident occurs, relevant units and personnel shall properly protect the accident site and relevant evidence. No unit or individual shall damage the accident site or destroy relevant evidence.

Where it is necessary to move the objects at the scene of an accident for reasons such as rescuing personnel, preventing the expansion of the accident, dredging traffic, etc., marks shall be made, sketches of the scene shall be drawn and written records shall be made, and important traces and material evidence on the scene shall be properly preserved.

7. Criminal Law of the People's Republic of China

Article 114 Whoever commits arson, breaches a water, explodes, releases toxic, radioactive or infectious disease pathogens or endangers public security by other dangerous means, but serious consequences have not been caused, shall be sentenced to fixed-term imprisonment of not less than three years but not more than 10 years.

Article 115 Whoever causes serious injury or death to a person or causes heavy losses to public or private property by setting fire to, burning water, blasting or releasing toxic, radioactive or infectious pathogens or by other dangerous means shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment or death.

Article 118 Whoever sabotages electric power, gas or other inflammable or explosive equipment, thereby endangering public security, but without causing serious consequences, shall be sentenced to fixed-term imprisonment of not less than three years but not more than 10 years.

Article 119 Whoever sabotages means of transportation, transportation equipment, electric power equipment, fuel gas equipment or inflammable or explosive equipment, thus causing serious consequences, shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment or death.

Article 134 Whoever, in the course of production or operations, violates the provisions concerning safety administration, thus causing heavy casualties or other serious consequences, shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention; If the circumstances are especially serious, he shall be sentenced to fixed-term imprisonment of not less than five years.

8. Law of the People's Republic of China on The Protection of Minors

Note: ① The state prohibits the recruitment of child labor. ② Minors are not mature and inexperienced, and are prone to accidents. If a minor is even slightly injured, he will be severely punished if he is reported to the relevant authorities.

9. Regulations on Rewards and Penalties for Enterprise Staff and Workers

10, "Leakage Protector safety Supervision Provisions"

Article 12: Leakage protectors must be installed in construction sites and electrical equipment of adjacent electric lines.

Article 13: Leakage protectors must be installed for hand-held electric tools (except porcelain), manual electric appliances for daily use (except porcelain), other mobile mechanical and electrical equipment, and electric equipment with high risk of electric shock.

Article 26: the protection scope of leakage protector should be an independent loop, can not be connected with other lines on the electrical. When the capacity of one leakage protector is not large enough, two leakage protectors can not be used in parallel. The leakage protector with the required capacity should be selected.

Article 39: the leakage protector in operation shall be inspected regularly, at least once a month, and the inspection record shall be made. The inspection contents include appearance inspection, test device inspection, wiring inspection, signal guidance inspection and button position inspection.

11. Provisions of Guangdong Province on the Administration of Restricted Use of Bamboo Scaffolding in Construction Projects

12. Safety Management Provisions on The Use of Derrick Material Hoist in Construction Engineering of Guangdong Province

Note: (1) Special construction organization design shall be prepared for construction demolition, which shall be approved by the technical director of the enterprise and confirmed by the supervision unit.

② To post safety operation rules on the site, establish management and maintenance system.

After it is well, it must be checked and accepted by the installation team, the project department and the safety department of the enterprise.

The safety devices of the well frame must be complete and effective.

13. Guangzhou Safety Production Inspection Regulations

Article 5, 3: the enterprise implements the factory level monthly inspection, workshop (section) weekly inspection, post (team) daily inspection three levels of inspection system. (Equivalent to company-level monthly inspection, weekly inspection of project department, daily self-inspection of team and group)
